Workforce scope aligned with Pakistan to Saudi Arabia operating conditions

Price the same approved scope
Commercial comparison is meaningful only when suppliers price the same roles, quantities, locations, selection method, timetable and mobilisation responsibilities. Attach the employer-approved requirement to the proposal and state the validity period and assumptions. If the role, headcount, worksite, contract terms or start window changes, use written change control rather than treating an earlier price as automatically applicable.
Separate fee categories and pass-through costs
List professional service fees separately from government, medical, visa, attestation, testing, travel, insurance, courier, accommodation or other third-party costs where applicable. Identify which amounts are estimates, fixed items or payable at actual documented cost, and state taxes, currency and exchange-rate treatment. Do not use an unexplained all-inclusive total that prevents the employer from seeing who receives each payment.
Assign every responsibility
Use a responsibility matrix for job descriptions, demand and authorization records, advertising or sourcing, candidate communication, screening, trade tests, interviews, employer approvals, contracts, medical and visa stages, emigration formalities, travel, arrival, accommodation, transport, site access and induction. A commercial proposal should not charge for a step without naming the deliverable, evidence and accountable party.
Link milestones to evidence
Define payment milestones by objective evidence such as approved requirement, accepted shortlist, completed employer interviews, signed candidate acceptance, verified document checkpoint or confirmed travel handover. Avoid milestones based only on vague progress descriptions. State the invoice trigger, evidence package, review period, dispute process and treatment of candidates who withdraw, fail a required check or are not approved.
Define replacement, cancellation and delay terms
State the event that starts any replacement period, eligible causes, exclusions, evidence, employer notification deadline and whether the remedy is a replacement search, credit or another agreed action. Separate supplier failure from employer scope changes, official processing delays, candidate decisions and force-majeure events. Do not advertise a replacement promise without the written conditions that determine when it applies.
Protect candidates and preserve an audit trail
The agreement should identify lawful candidate communications, prohibited charges, complaint handling, refund responsibilities where applicable and the party that keeps receipts. Employers should require transparent candidate-facing terms and should not assume that a supplier fee authorizes undisclosed worker charging. Retain approved scope, versions, invoices, receipts, selection evidence, exceptions and correspondence according to a documented retention policy.
